NVIT: Changed customs requirements for Norwegian goods in transit

The temporary NVIT scheme has ended. If you ship goods within Norway via Sweden or Finland, you must now provide customs information per line item.

Do you ship goods domestically within Norway that are transported via Sweden or Finland? If so, you need to pay extra attention to your customs data. The temporary NVIT scheme has ended, which means more shipments now require detailed information per line item.

NVIT stands for Norwegian goods in transit (norske varer i transit), and the change applies to shipments transported through Sweden or Finland, even when both sender and receiver are in Norway. From April 1, 2026, the affected shipments must contain full product information, including the HS commodity code, a precise product description, weight and packaging details.

What has changed?

From April 1, 2026, you must provide full product information for each line item. Previously, Norwegian businesses could make do with simplified information in the form of a collective commodity code and a general product description, but the temporary solution has now been phased out.

Each line item must contain:

  • A six-digit HS code
  • A precise product description, i.e. a standard commercial description
  • Gross weight and net weight
  • Packaging details, including package type, number of packages and markings

Some carriers also require the goods value and currency code, as the value is used to calculate the guarantee amount for the transit declaration.

Two things are especially important: you must send the information digitally, not write it on the parcel. And the information must be provided per line item, not just per shipment. General descriptions such as “clothing” or “goods” are not enough.

Who is affected?

The rules apply to shipments transported via Sweden or Finland, regardless of where the sender is located. This includes both domestic shipments within Norway and imported goods that, after customs clearance, are forwarded to receivers in the affected postal code areas in Northern Norway. The requirement applies to both outgoing shipments and returns.

The affected postal code areas are determined by each individual carrier and may vary. You should therefore check the overview provided by your carrier. Express shipments by air are exempt.

How to handle NVIT in Shipmondo

If you book shipments on your own shipping agreements in Shipmondo, we have created and activated a customs variant of the Norwegian shipping products. When you book a shipment covered by the NVIT rules, you must choose the product variant that includes customs information.

It is your responsibility to select the correct shipping product when booking. The procedure follows the carriers’ recommendations, which they have also informed their customers about.

What happens if the information is missing?

A transition period has been introduced. Initially, the Norwegian Customs Agency (Tolletaten) will not stop shipments en route, but will emphasize guidance over sanctions. During this period, information that Tolletaten considers “good enough” will be accepted.

This does not mean the requirements can be ignored. You should already now work toward providing product information that is as correct and complete as possible, including the correct HS commodity code, a precise product description, weight and packaging details per line item.

A collective commodity code that says nothing about the type of goods does not help in this context. That is why it is a good idea to get started now. If sanctions are later introduced for missing information, the consequence may be that goods have to be transported domestically within Norway instead. This can result in higher costs, longer delivery times and increased CO2 emissions.

What you should do now

  • Check whether your shipments go to or from the affected postal code areas, including on returns
  • Find the correct six-digit HS commodity code for your goods
  • Ensure precise product descriptions as well as correct gross and net weight per line item
  • Clarify whether your carrier requires the goods value and currency code
  • Choose the shipping product with customs information when you book the affected shipments in Shipmondo
